Treasury Proposal: An expansive course on Substrate and Polkadot

We at Quinence are excited to introduce a detailed course on the Polkadot SDK on our Modern Fullstack platform, designed for developers eager to delve into Substrate, Polkadot, and Cumulus. We have previously conducted the first-ever Polkadot DevCamp partnering with the Web3 Foundation. Recognizing the lack of comprehensive and up-to-date educational materials in this domain, our course aims to fill this void with an in-depth, structured program that integrates theory with hands-on practice, suitable for various learning stages.

A proposal aiming to create a free, open and self paced alternative to the in-person Polkadot Blockchain Academy (PBA). Which is trying to host similar content within their own platform. The delivery date is not clear based on the proposal and full document.
