Ongoing development and maintenance costs for public Subsquid Archives and the Giant Squid API. Similar to proposal 15 but applied to Q2 2023

This is a retroactive proposal that sought to refund Subsquid for the operational costs brought by the operation of the Subsquid archives and the Giant Squid API. In consequence, the delivery was no issue. Both services are widely used by other projects and of significant strategic importance for analytics and core development. Additionally, there was a report of significant increase over time for queries and increased transparency regarding costs.
